As the population of the United States continues to increase, so do transportation issues in our national parks. In the past three decades, park visitation has jumped more than 83 percent; almost all of these additional visitors have traveled to and through the parks in privately owned vehicles. The resulting congestion both degrades visitor experiences and imperils the natural and cultural resources the National Park Service (NPS) is committed to protecting. The result is further strain on an agency already stretched by small budgets and over-worked staff.

In 2001, in an attempt to help the NPS find innovative solutions to this problem, the National Park Foundation (NPF), the Ford Motor Company Fund, and Eno Transportation Foundation teamed up with the NPS to establish the National Park Transportation Scholars Program. Today the program continues under the guidance of the National Park Foundation, the National Park Service, the Federal Highway Administration, the Paul S. Sarbanes Transit in Parks and Technical Assistance Center, and the Eno Transportation Foundation.

The Transportation Scholars Program provides parks with transportation professionals who assist in developing transportation systems to help parks reduce traffic, congestion, and pollution while improving park visitor experiences. The Scholars Program pairs transportation professionals and graduate students with NPS staff seeking expert assistance with projects involving transportation planning and analysis, public outreach, intergovernmental coordination, environmental impact assessment, and other transportation-related tasks. Assignments generally begin in early summer and last either six or twelve months.

The Transportation Scholars Program provides the Park Service with much-needed transportation expertise at a fraction of the cost of hiring consultants or bringing on full-time staff. The Parks derive significant advantages from having Transportation Scholars located on-site versus using off-site assistance, and Scholars benefit parks by serving as single points of contact on transportation matters for consultants, contractors, and local communities. Scholars also bring a fresh perspective to the Park Service, while taking away valuable personal and professional experiences.

Jacqueline Lowey, Deputy Chief of Staff at the U.S. Department of Transportation (USDOT) from 1996 to 1997, and Deputy Director of the NPS from 1997-2001, conceived the idea for the Transportation Scholars Program. "I think that transportation is absolutely key to protecting park resources," said Lowey. "Transportation is the nexus of how you preserve parks while enabling visitors to experience the parks' incredible natural and historical treasures now and in the future."

To be eligible for consideration, parks must have a specific transportation-related project ready to begin or already underway. A committee made up of representatives from the NPS, the NPF, and the Eno Foundation reviews park applications that meet these basic requirements; final park selections are made by the NPF's Board of Directors.

Parks with projects connected to well-developed, long-term transportation plans and involving innovative approaches to addressing park transportation issues are given priority. Examples of such innovative approaches include projects incorporating alternative transportation systems, community involvement, sustainable transportation, transportation master planning, multi-modal access, and non-motorized transportation. The scholar selection process is administered by the Eno Foundation, which assembles a selection panel with representatives from the NPS, the USDOT-Federal Lands Highway, and other organizations with a transportation focus. The panel reviews the project proposals of parks selected by the National Park Foundation, and matches the best qualified candidate with each project.

Transportation Scholars have come from a diverse range of educational and professional backgrounds; several have been working professionals in transportation-related fields. Others have been graduate students pursuing PhD or masters degrees in civil engineering, landscape architecture, urban planning, public policy, and business administration. Most Scholars are given assignments of between 3 months and 1 year, though some have worked for the same park for multiple years.

At the end of their term, the scholars are required to submit a report to the NPF detailing their accomplishments, providing guidance to NPS decision makers, and describing the significance of their findings for other park units and the larger transportation community.

Ethiopia Adventure Travel Tips

In November 2010 my husband and I travelled around Ethiopia for 3 weeks by public bus with our private guide Samson Wolde. Travel (especially bus travel) is a real adventure and not for the faint hearted as there is long travel days (even longer if the bus breaks down) on poorly maintained roads. But it is an excellent way to get up close and personal and experience the life and culture of the locals.

Addis Ababa
We arrived at the airport at 3.30am. We had not booked any accommodation due to our early arrival so we stayed at the aiport till about 7am. A taxi agreed to take us into the city for USD$10. We went to the Ras Hotel where we had to wait till 9am to see if they had a room.
Travel Tip: We stayed at the Ras Hotel 3 times due to its central location. The price includes breakfast which is awful but lunch and dinner are good.

Bahir Dar
We stayed at the Ghion Hotel on Lake Tana and did a boat cruise to the islands to see the painted churches. The Blue Nile Falls area is pretty but not worth the long bumpy ride to get there. Since damming the river, the waterfalls are certainly nothing like the posters show.
Travel Tip: Check if a guide is included with your Lake Tana boat cruise. There was 9 of us on our boat. No guide accompanied us on the boat except for our private guide Samson. The first island we visited Samson acted as intrepreter otherwise we would have not understood what we were looking at. The second island we visited the church guide spoke English.

Gonder
The abandoned castles are very interesting and it is worth hiring the guides inside the gate.
Travel Tip: We stayed at the Belgez Pension which was cheap, clean and quiet but the rooms were very small and cramped. They do your washing for a very small fee - give to the cleaners in the morning.

Simien Mountains
We did a one day 4WD day trip with another traveller and our guide Samson.
Travel Tip: We would have liked to have stayed overnight even though we are not trekkers, as the scenery is stunning.

Lalibela
We spent 2 nights in Lalibela exploring the amazing rock churches.
Travel Tip: Keep your entrance ticket handy as they will be checked at each church entrance.

Arba Minch
Arba Minch is a overnight bus stop between Addis Ababa and Jinka.
Travel Tip: Spend an extra night on one of the stopovers and do the lake tour.

Jinka
We hired a 4WD locally to tour the main 3 tribes in the area (Mersi, Hamer and Karo tribes). We shared this cost with 3 other travellers who were on the bus and stayed at the same accommodation as us.
Travel Tip: Buy your bus ticket to Addis Ababa early (at least 1 day in advance) so you can obtain a better seat number otherwise you will find yourself stuck at the back of the bus on the 2 day journey. Buy good ear plugs so that you can block out the noise of the loud music videos playing.

Transport
We used a variety of transport that included: public bus, minivan, 4WD and boat.
Travel Tip: If you find that quite a few of you are heading in the same direction, it will be more economical and comfortable to rent a minivan and driver like we did from Bahar Dar to Gondar (7 people).

Tour Guide
We used the services of a private guide. This was the first time we have hired a guide for the entire trip through a new country. The guide proved invaluable in keeping the touts away (worth the money alone), dealing with local tour operators and obtaining hotels.
Travel Tip: Use a private guide's extensive knowledge and experience to enjoy Ethiopia through the eyes of a local.

Many unexpected things can happen during your commute such as backed up traffic or car problems. Bring your own food and snacks. Most airlines don't offer meals during flight but do allow you to bring your own food.

The Great Wall

Seeing some sections of The Great Wall is a must (to see it all takes years). It is located outside of the city and getting there can be costly. English language tours are costly. Chinese language tours? A tenth to a fifth of the cost. Chinese language tours in minibuses leave from the street just south of the Great Hall of the People off Tian'anmen Square every morning. Tickets can be purchased from the booth on the pavement before departure. We stopped at four different sections of the wall, Badaling the most popular, commercial and crowded, and three others where we were the only people we could see.

Note: Ensure that you get back to the minibus on time or the driver will leave you. Times will be shouted out in Chinese so clarify with the driver. One of the tricks I use while traveling in non-English speaking countries is to bring a pad of paper and a pen with me. I point at my digital travel watch and write a time that I think it is. The driver will usually take the pen and adjust to the correct time.

Donghua Men Night Market

One of the appeals of Beijing is the exotic food, even if it is to only watch the locals eat it. Anything and everything is available at the Donghua Men Night Market from snake to seahorse to anything you can possibly think of and more.
